The Renters` Rights Bill - It`s Passage and Implementation

Date Published 26 October 2024

Over the next few weeks we will be delving a bit deeper into the The Renters' Rights Bill breaking down the Government's manifesto to transform the experience of private renting, including the abolishment of section 21 evictions and the introduction of the Decent Homes Standard within the sector for the first time.

The objective of the Bill is to ensure private renters not only have access to a secure and decent home but that they can exercise their rights to challenge poor treatment and bad practice. Landlords should retain the confidence to repossess their properties where they have good reason to but with suitable safeguards for tenants who may lose their home.

Today we will look at:

Passage of the Bill

• 2nd Reading takes place on 9 October.
• Committee Stage done by Christmas and then on to Report and 3rd Reading.
• Will head to the House of Lords early 2025.
• The Housing Minister wants it in force by Summer 2025.

Implementation of the Bill

• Commencement will be by Ministerial Order once the Bill has passed.
• Unlikely to be a transition period and backstop date as proposed in Renters Reform Bill.
